Keep
Keep three lands with early green and a route to red and white, plus a cheap Elf or ramp spell. Two lands can work with untapped green, Llanowar Elves and follow-up fixing, but a removed mana creature makes that risky. Mulligan slow hands made mostly of six-mana spells, hands with no green access, and hands whose only land is Mossfire Valley. Voja begins in the command zone, outside your seven.
Develop
Play awkward tapped lands early. Prioritize green, then plan where red and white will come from. Llanowar Elves, Druid of the Anima and Paradise Druid accelerate; Sylvan Ranger and Changeling Wayfinder fix future land drops without increasing lands in play. Avoid spending Sol Ring mana while forgetting Voja still needs RGW.
Finish
Use Emil, Wargling or Cabaretti Charm to give the team trample, or Naya Charm to tap one opponent’s blockers before combat. Volatile Claws before Voja’s trigger can create a lethal swing. Count blockers and actual commander damage separately; removing one player is not a whole-table win. Runebound Wolf or Clan Defiance can finish a low-life survivor.
Watch out
Opponents can pay three for targeted removal. Board wipes and effects that do not target bypass ward. If Voja leaves after its attack ability triggers, the ability still resolves, but count only the Elves and Wolves you still control.

Develop mana and a mix of Elves, Wolves and changelings, then attack with Voja. Each Elf adds a +1/+1 counter to every creature you control; each Wolf draws a card. Keep enough creatures alive to turn the next attack into a larger one. Win through combat damage, trample and, when appropriate, 21 commander combat damage to one opponent.

The plan

Elves grow the pack. Wolves refill your hand.

Opening hands

Keep · Seven-card example
  • Forest
  • Command Tower
  • Plains
  • Llanowar Elves
  • Druid of the Anima
  • Irregular Cohort
  • Inspiring Call

Forest into Llanowar Elves. Develop Druid with your next land; Command Tower and Druid cover red. Cohort adds two Elves and two Wolves. Save Call until your creatures actually have counters.

Borderline · Seven-card example
  • Forest
  • Evolving Wilds
  • Paradise Druid
  • Sylvan Ranger
  • Ranger Class
  • Tolsimir Wolfblood
  • Collective Unconscious

Two lands with real green and fixing, but slow. Forest first, Wilds second for the missing color; Ranger finds another land to hand. Keep in a slower pod, especially on a free seven; ship if the table pressures mana creatures early.

Mulligan · Seven-card example
  • Mountain
  • Mossfire Valley
  • Camaraderie
  • Collective Unconscious
  • Belonging
  • Tolsimir Wolfblood
  • Ultimate Magic: Meteor

Two lands and no early development. Mountain can feed Valley for RG, but that is still only two mana and does not solve the expensive hand or white requirement.

Turn by turn

1–2Fix colors and establish an Elf

Play awkward tapped lands early. Prioritize green, then plan where red and white will come from. Llanowar Elves, Druid of the Anima and Paradise Druid accelerate; Sylvan Ranger and Changeling Wayfinder fix future land drops without increasing lands in play. Avoid spending Sol Ring mana while forgetting Voja still needs RGW.

3–4Build both sides of the engine

Add Elves for counters and Wolves for cards. Irregular Cohort adds two of each; Firdoch Core supplies both types and mana. A haste enchantment lets Voja pay you back the turn it arrives. Do not deploy every creature into an obvious wipe: keep a cheap rebuild card or protection available.

5+Attack, count, protect, repeat

Cast Voja when it can attack safely or immediately with haste. Announce its trigger and count Elves and Wolves as it resolves. You need not attack with your whole board: untapped mana creatures still add to the count and receive counters. After drawing, spend on development while leaving protection mana where possible.

FinishTurn growth into real damage

Use Emil, Wargling or Cabaretti Charm to give the team trample, or Naya Charm to tap one opponent’s blockers before combat. Volatile Claws before Voja’s trigger can create a lethal swing. Count blockers and actual commander damage separately; removing one player is not a whole-table win. Runebound Wolf or Clan Defiance can finish a low-life survivor.

Team-ups to remember

Voja + changelings: both jobs at once

Each changeling is one Elf and one Wolf. Irregular Cohort plus its token therefore adds two to the counter amount and two cards to the draw. Belonging’s three changeling tokens do the same at larger scale. None of these creatures needs to attack to count.

Voja + Volatile Claws: the swing turn

With Voja’s attack trigger on the stack, cast Volatile Claws and let it resolve first. Suppose you control six creatures including Voja, plus an unanimated Firdoch Core: all six creatures become Elves and Wolves; Core is already both, so put seven counters on each creature and draw seven. Claws also adds +2/+0 for the turn. Removing creatures in response reduces the payoff; this is a finite burst, not an infinite combo.

Voja + Evolution Witness: repeatable recovery

Voja’s counters trigger Witness once for that batch of counters, returning one target permanent card from your graveyard to hand after the attack ability finishes resolving. Recover a creature, land or haste enchantment. Witness cannot recover Inspiring Call or another instant/sorcery; Naya Charm can return any card.

Counters + Rishkar + haste

Rishkar turns creatures with counters into green mana sources. Older creatures can tap after Voja’s trigger; new ones still need haste. Invigorating Hot Spring gives modified creatures haste, but an unmodified new Voja must get its counter before attackers are declared to attack that turn.

Protect your board, then reset theirs

After your creatures have counters, Inspiring Call can give them indestructible before Shatter the Sky resolves. Invisible Force Field protects up to four selected permanents instead. Damage from Meteor also fails to destroy indestructible creatures. Exile, sacrifice and toughness reduction still get through; this is not universal protection.

Watch out for

Ward is a tax, not immunity. Opponents can pay three for targeted removal. Board wipes and effects that do not target bypass ward. If Voja leaves after its attack ability triggers, the ability still resolves, but count only the Elves and Wolves you still control.

Protection must be ready. Inspiring Call does nothing to protect creatures with no +1/+1 counters when it resolves. Hold up 2G after establishing counters; do not spend the last mana on another body if a wipe is likely.

Not all “Elf mana” casts Voja. Woodland Weavemaster’s mana is restricted to Elf spells and abilities of Elf sources. Voja is naturally a Wolf, so that mana cannot cast it. Three Tree Mascot filters mana once each turn; it is not a mana accelerator.

Combat setup has a deadline. Wargling checks for a power-four creature when it attacks. Hot Spring’s sorcery-speed counter activation must happen before combat. Naya Charm tapping blockers is best before attackers or blockers are declared; tapping an already blocking creature does not remove it from combat.

Removal and cascade can be awkward. Decimate needs all four target types to be cast. Cascade casts the revealed spell before the Bloodbraid creature resolves; you may decline. If cascade casts Rocco, X must be zero, which finds no creature in this list. Clan Defiance also has X=0 when cast without paying its mana cost.

After a board wipe

Use surviving lands and rocks first. Recast cheap Elves and a changeling before paying repeated commander tax into an empty board. Bloodbraid Challenger can escape by exiling three other graveyard cards, so preserve a permanent you want Evolution Witness to return. Belonging’s encore produces a large rebuild if you reach eight mana; each copy makes three changelings, and those entry tokens stay after the encore copies are sacrificed. Naya Charm can recover your best card. Hold Camaraderie or Collective Unconscious until there are enough creatures to justify six mana.

Deep Dive

These are the interactions most likely to matter at Jeremy’s table. Oracle text was checked against the October 28, 2026 card snapshot and current Scryfall card records. The rules edition below is the one actually reviewed.

Comprehensive Rules effective September 25, 2026.

Firdoch Core counts without animation

Changeling grants every creature type to the kindred artifact. Voja counts Elves and Wolves, not specifically Elf creatures or Wolf creatures. Core therefore contributes to both counts while unanimated, but Voja only puts counters on creatures, so Core must be animated to receive those counters. Runebound Wolf similarly counts it once, not twice.

An attack trigger is not combat damage

Voja triggers when declared as an attacker, before blockers. Its trigger does not require connecting. Resolve type-changing effects before the attack ability to change its counts. Once the ability starts resolving, players cannot insert an action between counters and drawing.

CR 508.1m · CR 608.2h · CR 117.2e

The three Tolsimirs can coexist

Their full card names differ, as do the named tokens Voja, Voja, Friend to Elves, and Voja Fenstalker. The legend rule compares full names, not shared characters. A second token named exactly Voja makes you keep only one of those tokens; it does not conflict with Voja, Jaws of the Conclave. Only the commander card deals commander damage.

CR 704.5j · CR 903.10a

Path of Ancestry and color identity

Voja is a Wolf, so Path of Ancestry scries for Wolves and changelings cast with its mana, not ordinary Elves. Emil is legal in this Naya deck: naming a blue token in text does not add a blue mana symbol or color indicator to Emil’s color identity.

CR 903.4 · Path of Ancestry / Emil Oracle text

Meteor’s exile clause is broader than foretell

Foretell is the built-in way to cast Meteor from exile, but Escape to the Wilds also lets you cast it from exile and get the extra destruction. Each opponent loses one chosen artifact or land, not both. This is relevant land interaction to disclose; it is not an Armageddon-style destruction of every land.

Ultimate Magic: Meteor / Escape to the Wilds Oracle text

Trample, vigilance and the commander clock

Voja does not tap to attack because it has vigilance. With trample, assign lethal damage to blockers before assigning excess to the defending player. Keep a separate running total of Voja’s actual combat damage to each opponent: 21 from this commander eliminates that player, even over multiple attacks.
